Smith THE WESTERN FRONT Western's expansion plan was criticized Thursday for possibly creating traffic problems and for being "vague" by community members. The public hearing on Western's Institutional Master Plan at Bellingham City Hall began with controversy. Second-time planning commission member Nick Zaferatos stepped down because of concerns about a possible conflict of interest referred to in a Jan. 11 planning commission work session. "In order to avoid any possibility of complicating the fair hearing process and in respect to the community's tremendous investment of time and effort, I have decided to step down from hearing this matter," Zaferatos said, maintaining that his association with the commission has been legal and without conflict. In her introduction, Western President Karen Morse addressed Western's need to accommodate an "onslaught of students." The Higher Education Coordinating Board estimates that an additional 22,000 full-time equivalent students, a total of 48,000, will attend baccalaureate institutions by 2013. Keys THE WESTERN FRONT A spray painted whiteboard, meant to express area residents' frustration about water stoppages resulting from the construction on Bill McDonald Parkway, was chained to a local rental agency's sign. Dennelle Emry, Western student and resident of the 808 apartments located at 808 21st St., said water service at her apartment complex was cut off on Jan. 6 between 3:30 p.m. and 6:30 p.m. ' I t was right during dinner time which made for a big inconvenience," Emry said. "It was extremely frustrating not having anyone to talk to about the situation, and it was annoying not being informed about what was going on." Kelly McWilliams, property manager for the Son-Rise Property Management, which oversees the 808s, said she believed this was the third water service problem resulting from the construction on Bill McDonald Parkway. Hundreds of people gathered in an attempt to show support for the Native American activist who has been in jail since 1975. Tribal Youth Movements, a group of Canadian tribal members that protects aboriginal rights, organized the protest.
