The summer tuition hike was necessary, administrators said, because legislators did not allocate state funds to universities for summer programs. To operate, state schools must be selfc sufficient, they said. In addition to the tuition increase, free enrollment for faculty, staff, and elderly Washington residents has been suspended. Also suspended are reduced rates for Southeast Asian veterans and waivers for international students. The number of paid faculty members will drop to 100 from last year's 130, according to documents submitted to the trustees. Western President G. Robert Ross told trustees Thursday he had hoped the legislature would reverse its decision. But it appears no financial help will arrive, he said. Western has the second largest summer session in Washington, Ross said. The tuition increase -will parallel tuition costs at Central Washington University, administrators said, and will be considerably less than the University of Washington's $530 full-time undergraduate tuition. The proposal was approved unanimously. WashPIRG wants emergency election Trying to secure the chance to collect spring quarter registration contributions, members of the Washington Public Interest Research Group confirmed their plans yesterday to sponsor an emergency revalidation election this week. WashPIRG chair Erin Hughes said group members will find out today if any regulations prohibit them from holding theelection without advance publicity. A successful election would insure the group's negative check-off box appears on spring quarter registration cards, she said. The group needs only to collect greater than 50 percent support among students who vote. WashPIRG failed to attract contributions from at least 50 percent of registering students fall and winter quarters. The low contribution figures failed to meet the minimum contribution clause in the group's contract. The group asked Western's Board of Trustees last week to overlook its contract failures so' it could collect spring contributions. But trustees postponed the decision. Spring registration begins Feb. 21. v Hughes said WashPIRG hopes to have election booths available tomorrow and Thursday. The urgency, she said, was created because Monday is the deadline for getting on the registration card. The revalidation election plans will be.cancelled, Hughes said, if it will violate any regulations. Preliminary results are expected Feb. 18, said Academic C o o r d i n a t i n g Commission Chairman Tom Downing. The results are expected to be instrumental in determining whether a formal semester system proposal will be drafted. Additionally, a semester system sub-committee that will probe the semester possibility was formed, said commission member Allan Sleeman. Committee members are Christopher Suczek, of the geology department, a supporter of the current quarter system; John Richardson, of the sociology department, neutral; and Sleeman, of the economics department, a supporter of the "early" semester system. "There seems to be a great deal of paranoia among the colleagues feeling that we're trying to be pushed one way," Sleeman said at Tuesday's ACC meeting. After the meeting Sleeman .said, "(I don't) advocate moving to a semester system unless we can take-two years to do it." Faculty members are being surveyed primarily because Western's campus has more professors who have experience with both systems than students, according to a memo from Sleeman to the Front.
